Geoblock Policy
CashPop blocks two jurisdictions: the United States and the United Kingdom. Everywhere else, access is unrestricted.
What "blocked" means
For users with IP addresses geolocated to the US or UK:
- The Telegram WebApp loads a country-restriction notice instead of the game.
- POP cannot be earned.
- Existing POP balances (accumulated before geoblock detection) are frozen.
- Redemption to TON is not available.
Why these two and only these two
We apply the principle that geoblocks should be evidence-based, not theoretical. Specifically, we require:
- Regulator with active jurisdiction: a regulator presently enforcing crypto regulation in that jurisdiction.
- Enforcement against comparable products: evidence of action against offshore Telegram mini-apps or similar coordination games.
- Realistic operator exposure: a credible path for the regulator to reach the protocol's operations.
The US (CFTC + SEC) and UK (FCA) meet all three criteria. They both actively enforce against offshore crypto operators, have demonstrated jurisdiction over decentralized protocols, and pursue ISP-level IP blocking with effective compliance enforcement against operators.
Other jurisdictions sometimes hypothesized as restrictive (KR, CN, HK) do not meet these criteria:
- KR (South Korea): KGRB cannot rate Telegram mini-apps (not on app stores). The 사행성 gambling test requires consideration which CashPop lacks (ads, not payment). 가상자산이용자보호법 applies only to KR-registered VASPs. No precedent of enforcement against offshore Telegram mini-apps; Hamster Kombat, Catizen, Bombie all operate with KR users without action.
- CN (China): Telegram itself is largely blocked; users access via VPN. No regulator enforcement against offshore mini-app operators. Same Hamster/Catizen pattern.
- HK (Hong Kong): crypto licensing focuses on VASPs and securities issuers, not coordination games, which fall outside applicable licensing requirements.
Our position: applying a broad "block everything in Asia and Eastern Europe" policy is over-cautious, kills our addressable market, and provides no real legal protection beyond what the US/UK blocks already deliver.
VPN circumvention
Users in blocked jurisdictions sometimes attempt VPN circumvention. Our Terms of Service prohibit this, and we may detect and ban circumventing users via heuristics including:
- VPN IP fingerprint databases.
- Behavioral signals (timezone vs. IP geo mismatch).
- Wallet provenance signals.
- Device fingerprint linked to previously-blocked accounts.
We disclaim all responsibility for adverse outcomes (POP forfeiture, regulator enforcement against the user) to users who attempt circumvention.
Adjusting the policy
The geoblock list is constitutionally limited: only the DAO (post-TGE), via supermajority vote, can expand or contract the list. The operator cannot unilaterally adjust.
Conditions under which the list might expand:
- New regulatory enforcement action against comparable offshore products in a new jurisdiction.
- New jurisdiction enacts specifically-targeted crypto-mini-app legislation.
- Legal counsel advises a change in risk posture.
Conditions under which the list might contract:
- US or UK regulatory clarity (e.g., explicit safe-harbor for promotional reward tokens).
- A registered local entity capable of compliant operation is established.
