Governance uses quadratic voting weighted by Reputation Score. Vote weight is sqrt(staked_POP) × r_i. The square-root dampens plutocratic capture (a 100x holder gets 10x weight, not 100x); Reputation Score weighting prevents whale-bought Sybil amplification. Proposals enter via a 7-day discussion period, then a 7-day voting window, then a 24-hour timelock before execution. Treasury disbursements above 100,000 $POP require a supermajority (2/3). Core protocol parameters (cryptographic primitives, maximum supply) are immutable and cannot be voted on.
